Strategic Business Development

Mr. Schirmer has successfully developed and implemented business and project development strategies, promoted exports, provided global strategic planning, developed partnering alliances, joint ventures and acquisitions, established off shore design centers, consulted on organizational restructuring, recruited staff and arranged financing for projects.

After a long career, Mr. Schirmer established his own international consulting firm, Transnational Associates, Inc. (TAI), in 1997, which specializes in global project development, off shoring, peer reviews, management and strategic consulting, civil and environmental engineering, mergers and acquisitions, export promotion, recruiting and project and financing. For example, he has assisted a client in winning an operations and management contract for power and water in the Republic of the Marshall Islands and helped a client win Asian Development Bank (ADB) gas pipeline consulting assignments in the Central Asian Republics and Bangladesh. Mr. Schirmer assisted several civil/environmental engineering companies develop global business plans, helped clients identify merger and acquisitions partners on a global scale, and located capital sources for overseas infrastructure projects. He has forged relationships to strengthen the effective delivery of engineering and CADD services between U.S. and overseas engineering firms. TAI has assisted several clients in developing work for the Asian Development Bank, European Bank for Reconstruction and Development and World Bank in the engineering (civil, transportation and environmental) and institutional strengthening fields. TAI has consulting associates in New Jersey, San Francisco, Steamboat Springs, Boulder, Richmond, London and Manila.

Mr. Schirmer joined CH2MHILL in 1989 following 26 years with Dames & Moore (now merged into URS). He started CH2MHILL INTERNATIONAL, LTD. to strategically position the CH2MHILL group of companies globally and served as the President. The CH2MHILL group is a leading consulting organization specializing in large environmental and infrastructure assignments in the US and overseas. It provides engineering, construction, operations and project finance for projects in its core markets. Mr. Schirmer developed international funding relationships with major entities such as the World Bank, USAID, ADB, the former Overseas Economic Cooperation Fund, and other international financing institutions while at CH2MHILL.

At Dames & Moore, he served as Managing Director for the international division and Chief Operating Officer. Dames & Moore was a leading consulting engineering and construction management company that worked in the environmental, marine, power and infrastructure fields. His geographic responsibilities included Asia, Australasia, Europe, Middle East, Africa, Latin America, Canada and the United States.

After receiving his Master of Science in Civil Engineering from the University of California (Berkeley), he continued his education by attending numerous management courses and corporate training programs. He attended the University of Hawaii graduate Business School and University of Michigan Executive programs. He is a registered Professional Engineer in Hawaii. Mr. Schirmer is a director of the Digital Energy Foundation.

He served on the Environmental Technology Trade Advisory Committee to the US government, advising on environmental trade policy. He has held committee positions nationally and internationally in sustainability, ethics and engineering management. Mr. Schirmer has received many awards from institutions and governments both in the US and overseas. Included are the Friedman Young Engineer Award for Professional Achievement from the American Society of Civil Engineers, the title of Honorary Consultant from the City of Changchun, China and Chapter Honor Member from Chi Epsilon, University of Hawaii. Mr. Schirmer is a frequent speaker at conferences and professional society meetings.
